Civil Tender Section Head

We are seeking an experienced Civil Tender Section Head to lead the tendering and estimation function for civil works across major industrial, infrastructure, and contracting projects. The role is responsible for strategic tender management, cost optimization, team leadership, and securing competitive project awards.

• Lead the Civil Tender Section, managing tendering, estimation, and proposal activities.
• Review and analyze tender documents, drawings, specifications, BOQs, and contractual requirements.
• Oversee the preparation and review of accurate and competitive cost estimates for civil works.
• Manage supplier and subcontractor quotations, negotiations, and commercial evaluations.
• Lead the development of technical and commercial proposals for major and mega projects.
• Drive value engineering, cost optimization, tender clarifications, and post-tender negotiations.
• Identify key commercial risks, assumptions, exclusions, and opportunities during the tender stage.
• Coordinate with Technical, Procurement, Planning, Commercial, and Project teams to ensure successful bid preparation.
• Monitor the tender pipeline, team performance, submission deadlines, and bid strategies.
• Review awarded projects against estimated vs. actual costs and implement lessons learned.
• Mentor and develop Tender and Estimation Engineers to improve team capabilities and performance.

• Bachelor's degree in Civil Engineering.
• 8–12 years of experience in civil tendering, estimation, and proposals.
• Proven experience in leading tender teams or sections.
• Strong background in industrial, infrastructure, EPC, and contracting projects.
• Excellent knowledge of BOQs, quantity take-offs, cost estimation, contracts, and project specifications.
• Strong commercial, negotiation, leadership, and analytical skills.
• Experience handling mega projects and high-value tenders is highly preferred.
