Job purpose:
We are looking for a Regulatory Affairs Manager to lead Paymob’s regulatory licensing and supervisory activities across Egypt, UAE, KSA, and Oman.

The role will own the end-to-end regulatory lifecycle of Paymob’s licensed entities, including licensing applications, renewals, regulatory engagements, market-entry assessments, regulatory change implementation, and remediation activities.

The ideal candidate will combine hands-on payments licensing experience with strong regulatory drafting and the ability to work effectively with regulators, senior leadership, legal, compliance, product, and operations teams.

Key Responsibilities:
Own Paymob’s regulatory licence portfolio across Egypt, UAE, KSA, and Oman, including licence conditions, variations, renewals, and annual regulatory returns.

  • Lead new licence applications end-to-end, from licence category assessment and business-plan preparation through submission, regulator engagement, and approval.

  • Manage regulatory engagement with CBE, CBUAE, SAMA, and CBO, including RFIs, inspections, supervisory meetings, and follow-up actions.

  • Assess the regulatory requirements for entering new markets, including licence category, capital requirements, timelines, costs, and local entity requirements.

  • Lead regulatory requirements related to acquisitions and change of control, including controller filings, regulatory approvals, and conditions precedent.

  • Monitor regulatory and rulebook changes across all markets and translate them into clear actions for Product, Compliance, Operations, and other relevant teams.

  • Conduct regulatory gap assessments and maintain a centralized remediation register with clear owners, actions, and target dates.

  • Draft and maintain regulatory policies, governance documents, regulatory submissions, and Board papers for Paymob’s licensed entities.

  • Ensure consistency across regulatory filings and submissions, including financial figures, legal entity names, ownership structures, and organizational information.

  • Maintain accurate and up-to-date regulatory records, licences, applications, approvals, and commitments across all jurisdictions.

  • Track and report licence and regulatory application status, key regulatory actions, risks, and deadlines to the Executive Team and Board.

  • Act as a key regulatory partner to Business Development, Legal, Compliance, Product, Finance, and Operations teams on licensing and regulatory matters.

What We're Looking For:

  • 5+ years of experience in Regulatory Affairs, Licensing, Regulatory Compliance, or a closely related field.

  • Experience within Payments, FinTech, Banking, Financial Services, or a Financial Services Regulator.

  • Direct hands-on experience filing a payments or e-money licence application and taking it through to approval.

  • Strong understanding of financial-services regulatory frameworks and licensing processes.

  • Experience managing regulatory relationships and responding to regulators' requests.

  • Strong understanding of regulatory submissions, governance documentation, and regulatory reporting.

  • Excellent English drafting skills, particularly in a formal regulator-facing style.

  • Strong stakeholder-management and project-management skills.

  • Ability to manage multiple jurisdictions, regulatory deadlines, and workstreams simultaneously.


Preferred / Nice-to-Have

  • Experience across one or more of Egypt, UAE, KSA, or Oman.

  • Experience dealing directly with CBE, CBUAE, SAMA, or CBO.

  • Experience with change-of-control / acquisition regulatory approvals.

  • Experience in market-entry regulatory assessments.

  • Experience conducting regulatory gap assessments and maintaining remediation plans.

  • Arabic regulatory drafting experience.

  • Experience working with senior executives and/or Boards on regulatory matters.
